Hi,

We can't offer you any help on dealing with copyright issues, since we're not lawyers. The item was posted with a Public Domain license, and if that's the case, then you should be able to do anything you want with it. If you want to be sure, you should hire a copyright lawyer to research the item for you. You may also want to contact the source of the footage, which is listed in the description as National Archives in College Park, Maryland.
